Major Rule Changes for 2023
The numbers and letters in the left column refer to rule, section and article,
respectively. Changed or altered items are identified in the rules by a blue
shaded background, unless the change results in the deletion of the entire
segment containing the change.
The 2023 season will be an “off-year” in the playing rules cycle; however, the committee is able to make changes for the following reasons during this period:
1) Student-athlete safety; 2) Adjustment to a rule change from the previous
season that is not achieving its intent; or 3) Changes that have a significant impact on the image of the game.
The Football Rules Committee made the following major changes for the 2023
season:
MAJOR RULES CHANGES for 2023
1-4-11-d Codified playing rule restrictions concerning drones within the
playing enclosure.
3-2-1-c Added halftime intermission warm-up guidelines.
3-2-3-a Extention of periods applicable only to the second and fourth
quarters.
3-3-2-e-1 When awarding a first down, game clock only stops with less
than two minutes in each half.
3-3-4-a Consecutive charged team timeouts no longer allowed in the
same dead-ball period.
11-1-3 Halftime intermission field policy added.
12-2-1-c Added rules for optional use of instant replay in games without
a booth replay official.
